After the death of Azariah Root, Julian Sabin Fowler was hired from the University of Cincinnati, beginning as the new Oberlin College Librarian in 1928.  Fowler immediately noted the lack of space in the library, and expansion plans for the library were announced as early as 1930 to double the capacity of the library, but the Depression intervened and the plans had to be shelved for a decade.

In addition to running the library, Fowler assumed Root's responsibilities as an instructor in the history of printing and library instruction. This image shows Julian Fowler with a class in the Miller Rare Book Room.
